FCC 700MHz Block C reserve exceeded

Yeah Dude after a good fight on the round 17 of bidding on the FCC’s 700MHz spectrum, the block c reserved price was left behind. Which generates two possibilities:
1) Someone will take a chunk of what is believed being the wireless spectrum in the United States.
2) Two they have been forced to allow third party devices to access their network thanks to Google’s pressure for open-access (Thanks Guys)
The block C started with a really poor biding for at least 3 rounds (not that 4 billions are weak for my pockets) but ended with a $4,713,823,000 suppressing the $4.6bn of reserve price and for the next round The minimum bid will be 5.2bn (Holy guacamole)
It is unknown whose deep pockets this money is coming out, as the FCC let it clear it will keep participants anonymous until the end of the event, but the rumor has it that Google is the one who pushed up to the reserve price.
The block D is still in a weak bid with just $470 millions leaving with a grand total $13.7bn.
